Fay just will not die:

Tropical Storm Fay has barely moved in the last few hours, hovering off the east coast of Florida dumping more rain on the soaked state, the National Hurricane Center said.

The deluge has flooded thousands of homes, prompting Florida’s governor to ask for federal aid. Some residents were being ferried to safety on air boats.

The storm was expected to make its third landfall in Florida on Thursday, this time in the Jacksonville-Daytona Beach area, forecasters said.

Dr. Jeff Masters thinks Fay could hang around for quite a while:

Fay may re-emerge over the northern Gulf of Mexico once it completes its second traverse of Florida. However, the storm will be very close to land, and it is forecast to be under about 20 knots of wind shear at that time. This limits Fay’s chances to make it to hurricane strength, but I wouldn’t rule this possibility out yet. One model, the HWRF, is calling for Fay to dissipate over Florida before making it to the Gulf of Mexico. However, I doubt this will happen, since Fay has a large circulation with good upper-level outflow, and should be able to survive crossing Florida. “The Joker” will likely be with us for another week or so.
