Senator Cornyn is doing the Lord's work, along with good men like Senator Coburn. Too bad there aren't more like them. Jim Webb is a populist hothead. His proposal is political agitprop designed to shame the president and responsible members of congress. Great political jujitsu though: If you vote against it you're not for the troops. The current GI bill is between 25-35K, I think. Not too bad. All services also provide funds for college, so voting against this is not leaving the troops with no money to pay for college.
