Then the IDF leveled every building 20 miles north of the Israeli border, destroyed every tunnel, and cut all resupply of Hezbollah? In this way, the IDF could utterly destroy the Hezi forces in that area. They could put a 5-10 year moratorium on this area until the Lebanese army is strong enough to control it. The Lebanese would then be able to control who repopulated the area. Also, the money that would have been spent by the UN and supportive countries for a "Security Force" could be spent on rebuilding the area.
